“Preparation of health care data standardization roadmap (’21-’25)”
Health and medical data standardization has been continuously promoted through the implementation of health and medical standardization research (’04-’09), the establishment of the Korea Health and Medical Terminology Standard (KOSTOM*) notice, and the purchase of national licenses for international terminology standards.

However, due to the pre-processing cost and time due to insufficient standardization of medical data, there is a demand for standardization strategies and measures based on vitalization of data utilization in clinical and industrial research.
Based on the achievements and limitations of the national health and medical terminology standard, this health care data standardization roadmap actively accepts international terminology and technical standards with a structure favorable to data utilization, and expands the scope of standardization targets to respond to various data combination and utilization demands. We plan to expand and present standard guidelines for spreading field use.
□ Key tasks of health care data standardization roadmap
The health and medical data standardization roadmap, which is promoted as a five-year plan from this year to 2025, consists of five key tasks.
① Terminology standardization
First, for standardization of medical terminology, standard reference terminology sets and terminology mapping guidelines based on the International Terminology Standard (SNOMED-CT) are developed step by step, starting from fields with high research demand.

- Management and distribution of SNOMED International, an international non-profit standards development organization
Starting this year, we will focus on the top 10 most common cancers and infectious diseases in Koreans first, and by 2025, we will build a system for cardiovascular and cerebrovascular diseases and chronic diseases in stages. The K-Standard Terminology System is prepared by linking the Health and Medical Terminology Standards (KOSTOM) and international terminology standards that have been developed over the years.
② Introduction of next-generation transmission technology standard (FHIR)
Introduce and spread FHIR, an international standard for next-generation transmission technology, to promote health and medical data exchange.

- Next-generation medical information framework developed by HL7
- Implementation of various forms of data, data mapping with CDA, etc., and wide interoperability support
To this end, we plan to define Korean-style common data items and formats and develop and provide guidelines to convert the existing standard, Clinical Document Architecture (CDA), to FHIR.
③ Preparation of future data standards
The terminology and technical standards prepared through this are linked with EMR certification, and standardization use cases are gradually expanded from leading groups such as medical data-centered hospitals and research-centered hospitals.
④ Demonstration and dissemination of standardization leading cases
In line with the generalization of healthcare devices, standardization including collection items, measurement methods, transmission standards, etc. was prepared centering on actual cases for the linkage and utilization of personally generated health data (PGHD*) and clinical data. We plan to develop and provide standardization guidelines to support linkages between the Healthway platform and health management services.
* Patient (Person)-Generated Health Data: Data such as symptoms, biometric data, and lifelogs written, recorded, and collected by individuals (patients) through wearable devices or mobile apps
⑤ Reinforcing standardization promotion base
In order to establish and promote sustainable standardization policies, public-private partnership governance is formed, in-depth discussions and social consensus are formed, stable standard development, management and dissemination, health and medical standard experts training, and international cooperation system strengthening, etc. To this end, we plan to establish a dedicated standardization organization to continuously support standardization policies.
Through this 「Health and Medical Data Standardization Roadmap」, the basic direction for linking and utilizing various data in the health and medical field was established. By establishing an ecosystem for safe utilization of health and medical data based on standardization, we will increase the efficiency and safety of medical services, promote future medical implementation such as precision medicine, and promote related industries!
